As the Chairperson of the HelpAge Advocacy Network Uganda (HANU), it gives me great pride to present our first Annual Report for 2023/2024. This year marks a significant milestone in our journey to champion the rights, dignity, and well-being of older persons across Uganda. The launch of HANU was a direct response to the growing need for a unified approach in addressing the challenges faced by older persons, particularly in healthcare, economic empowerment, and social protection.
In our first year, we focused on building strong partnerships, advocating for age-friendly policies, and implementing programs that directly impact older persons. The International Day for Older Persons was a key highlight of our efforts, where we launched our Strategic Plan for 2024-2028. This plan sets out a clear roadmap for promoting the rights of older persons and ensuring their access to essential services, such as healthcare and financial support.

EXECUTIVE SUMMARY
The HelpAge Advocacy Network Uganda (HANU) was officially launched in September 2024, marking a significant turning point in Uganda’s efforts to advocate for the rights and welfare of older persons. Established as a successor to HelpAge International Uganda, HANU took on the vital role of coordinating aged care efforts across the country. In its inaugural year, HANU emerged as a key advocate, focusing on healthcare access, economic empowerment, and social protection for Uganda’s aging population.
A major milestone during the year was the launch of the HANU Strategic Plan (2024-2028), unveiled on the International Day for Older Persons. This plan outlines a comprehensive approach to addressing the needs of older persons through advocacy, capacity building, and direct service provision. It emphasizes the promotion of age-friendly policies, access to healthcare, social inclusion, and economic empowerment, all designed to improve the dignity and well-being of older Ugandans.
HANU’s network, comprising key member organizations such as Health Nest Uganda (HENU), Grandmother’s Consortium (GC), Reach One Touch One Ministries (ROTOM), and others, has played a pivotal role in driving its success. Together, these organizations have expanded the reach of services, including healthcare tailored for older persons, while advancing important policy reforms such as the reduction of the eligibility age for the Senior Citizens Grant.
The financial sustainability of HANU during its first year was bolstered by transitional funding from HelpAge International. This funding supported the establishment of governance structures, operational activities, and key advocacy programs. Despite this strong start, HANU faced challenges in resource mobilization, coordination among member organizations, and maintaining long-term financial stability beyond the transitional period.
As outlined in the financial report, the organization utilized its funds efficiently, covering essential operational expenses such as transport, meals, legal services, and coordination efforts. HANU’s transparency and responsible financial management during this year has set a solid foundation for future growth.
Looking ahead, HANU is committed to expanding its advocacy efforts, strengthening its partnerships, and continuing to serve as the leading voice for older persons in Uganda. By fostering collaboration across sectors and mobilizing additional resources, HANU aims to create a more inclusive and supportive society where older persons can age with dignity, security, and respect.
This report reflects the progress made in 2024 and sets the stage for continued achievements in the years to come, as HANU strives to meet its mission of championing the rights and well-being of older persons across Uganda.
1.0 INTRODUCTION TO HANU
HANU is a network of organizations dedicated to supporting older persons in Uganda. It was established after the closure of HelpAge International, taking on the role of an umbrella organization to guide and govern groups working with older persons.
HANU’s primary focus is on policy advocacy, capacity building, and programmatic interventions that address key issues facing older persons, such as healthcare access, social protection, economic security, and legal rights.
Overview of HelpAge Advocacy Network Uganda (HANU)
1.1 Inception of HANU
HelpAge Advocacy Network Uganda (HANU) was officially founded in 2023 following the closure of HelpAge International’s Uganda operations. The formation of HANU was necessary to fill the gap left behind by HelpAge International, which had been a key player in advocating for the rights and welfare of older persons in Uganda. The decision to establish a national network was made to ensure the continuity of advocacy, support, and services for older people, especially as the aging population continues to grow and face challenges in accessing essential services.
HANU was created as a multi-stakeholder network, bringing together various organizations with the shared goal of advancing the rights, dignity, and well-being of older persons across Uganda.
These network organisations form the founding board for HANU and include Health Nest Uganda (HENU), Grandmother’s Consortium (GC), Reach One Touch One Ministries (ROTOM), Voice of the Elderly-Uganda, Reach a Hand Uganda (RaHU), Community Based Rehabilitation Alliance Limited (COMBRA), Palliative Care Association of Uganda (PCAU) and Uganda Reach the Aged Association (URAA).
This transition was financially supported by HelpAge International, which committed to providing transitional funding for a period of three years. This funding was intended to assist HANU in establishing itself as a fully functional and sustainable network capable of addressing the needs of Uganda’s aging population.
HANU was designed as a national umbrella organization to guide and govern the efforts of member organizations and stakeholders involved in promoting the welfare of older persons. Its structure and scope were meant to reflect a broad-based commitment to inclusivity, transparency, and impact-driven action.
1.2 HANU’s Vision and Mission
Vision: A Uganda where older persons enjoy their rights, dignity, and well-being, living without discrimination and receiving the support and services they need to thrive.
Mission: To champion the rights and needs of older persons in Uganda by working with a network of organizations and partners, advocating for policy reforms, improving service delivery, and empowering older persons and their communities.
1.3 The Formation of HANU as a network organization
HANU was designed to function as a network, bringing together a variety of stakeholders who work with and for older persons in Uganda. This network structure allows HANU to leverage the resources, expertise, and influence of multiple organizations and partners to create a coordinated response to the challenges facing older persons. HANU acts as the coordinating body, ensuring that member organizations align with its mission and that their activities contribute to the broader goals of advocacy, service provision, and capacity building.
The network formation process involved extensive consultations with local, regional, and international organizations, as well as community leaders, older persons’ groups, and government officials. These consultations helped shape HANU’s strategic direction and ensured that the network would address the most pressing issues facing older persons in Uganda. During its inception phase, HANU focused on identifying key partners, establishing governance structures, and laying the groundwork for future collaboration and advocacy efforts.
HANU is composed of various organizations that are actively involved in promoting the welfare of older persons across Uganda. These member organizations come from diverse sectors, including non-governmental organizations (NGOs), community-based organizations (CBOs), and civil society groups. Collectively, these organizations provide a range of services and support to older persons, including healthcare, legal aid, social protection, livelihood programs, and community rehabilitation services.
1.4 Key member organizations in the HANU network include:
ANU’s membership is composed of a diverse group of organizations dedicated to advocating for the rights and welfare of older persons across Uganda. These organizations bring unique strengths and areas of expertise to the network, enabling HANU to have a comprehensive and multi-sectoral approach to addressing the needs of older persons.
The founding board of HANU includes key organizations that play pivotal roles in its governance and operations:

- Health Nest Uganda (HENU) – Board Chairperson and Secretariat
- HENU is responsible for coordinating the network’s activities and providing strategic leadership. As a long-standing organization in the field of older persons’ health and welfare, HENU offers healthcare services, home-based care, and advocacy for older persons in Uganda. HENU’s role as the secretariat ensures smooth communication between member organizations and external partners.
- Grandmother’s Consortium (GC) – Vice Chairperson
- The Grandmother’s Consortium focuses on empowering grandmothers and older women in Uganda, ensuring their voices are heard and their needs are addressed. As the vice chairperson of HANU, GC plays a key role in shaping the network’s advocacy agenda and promoting gender equity in aging policies.
- Reach One Touch One Ministries (ROTOM) – Treasurer
- ROTOM supports vulnerable older persons through various programs, including healthcare services, social support, and community engagement. As HANU’s treasurer, ROTOM ensures the financial sustainability of the network, overseeing fundraising efforts and financial management.
- Voice of the Elderly-Uganda – Board Secretary
- This organization serves as a representative voice for older persons, advocating for their rights and ensuring their inclusion in policy discussions. As HANU’s board secretary, Voice of the Elderly-Uganda is responsible for maintaining the network’s records, facilitating board meetings, and ensuring that organizational governance is upheld.
- Reach a Hand Uganda (RaHU) – Board Member
- RaHU focuses on youth empowerment but has extended its efforts to support older persons by advocating for intergenerational solidarity and social inclusion. As a board member of HANU, RaHU brings expertise in mobilizing communities and creating awareness campaigns.
- Community Based Rehabilitation Alliance Limited (COMBRA) – Board Member
- COMBRA is dedicated to rehabilitation and disability services, promoting inclusive development. Its work with older persons with disabilities aligns with HANU’s mission to ensure that all older persons, including those with disabilities, receive adequate support.
- Palliative Care Association of Uganda (PCAU) – Board Member
- PCAU advocates for improved access to palliative care services for older persons suffering from life-limiting illnesses. Its role on the HANU board helps to strengthen healthcare advocacy, ensuring that older persons receive the necessary end-of-life care and support.
- Uganda Reach the Aged Association (URAA) – Board Member
- URAA has a long history of advocating for the rights of older persons, particularly in areas of social protection and economic empowerment. URAA’s involvement in the HANU board helps to advance policies that address the financial security of older persons in Uganda.
1.5 Governance Structure
HANU’s governance structure reflects its commitment to transparency, inclusivity, and accountability. The network is overseen by a Board of Directors, which includes representatives from member organizations who are experts on aging, and community leaders, especially in their areas of operation. The Board provides strategic direction, ensures adherence to HANU’s mission and values, and oversees the implementation of key policies and programs.

The day-to-day operations of HANU are managed by the HANU Secretariat, which is responsible for coordinating member activities, managing partnerships, and overseeing advocacy and programmatic interventions. This team works closely with member organizations to ensure that their activities are aligned with HANU’s overall goals and that they contribute to the collective mission of improving the lives of older persons.
1.6. Strategic Priorities
HANU’s strategic priorities are focused on addressing the immediate and long-term challenges faced by older persons in Uganda. These priorities include:
- Policy Advocacy: HANU advocates for reforms in national policies that affect older persons, such as social protection programs, healthcare access, and legal rights. This includes working with government officials, legislators, and other stakeholders to push for policies that recognize the specific needs of older persons.
- Capacity Building: HANU provides training and capacity-building opportunities for member organizations, enabling them to better serve older persons in their communities. This includes training for caregivers, community volunteers, and staff at organizations that work directly with older persons.
- Service Delivery: In collaboration with its member organizations, HANU implements programs that provide direct support to older persons, including healthcare services, food distribution, and legal aid. These programs are designed to address the specific needs of older persons, especially those living in poverty or facing discrimination.
- Research and Data Collection: HANU recognizes the importance of evidence-based advocacy and program design. To this end, the network conducts baseline surveys, needs assessments, and research projects to collect data on the conditions facing older persons in Uganda. This data informs HANU’s advocacy efforts and helps ensure that its programs are responsive to the real needs of older persons.
1.7 HANU’s Achievements and Future Outlook
Since its inception, HANU has made significant strides in establishing itself as a key player in the field of aging in Uganda. 10The network has successfully coordinated advocacy campaigns, secured funding, and built partnerships with both local and international organizations. In the coming years, HANU aims to expand its reach to more regions of Uganda, strengthen its partnerships with government bodies, and continue advocating for the rights and well-being of older persons.
With a focus on sustainability and impact, HANU is poised to become a central hub for organizations working with older persons, driving change through advocacy, service delivery, and community engagement.
2.0 STRATEGIC VISION FOR HANU
2.1 HANU Strategic Vision: A New Era in Advocacy for Older Persons
The launch of HelpAge Advocacy Network Uganda (HANU) on 12th September 2024 at Piato Restaurant marked a transformative moment for the welfare of older persons in Uganda. As a coalition of aged care organizations, HANU has set out a strategic vision to advocate for the rights, dignity, and well-being of older persons across the country. The launch event was attended by key stakeholders, including representatives from HelpAge International (HAI), member organizations, and government officials, reflecting the broad support and commitment behind HANU’s vision.

HANU’s mission is clear: to coordinate capacity strengthening, policy influence, and evidence-based advocacy efforts to improve the welfare and rights of older persons. The organization’s vision of a society where all older persons lead dignified, and secure lives, is anchored in its strategic plan (2024-2028), which was unveiled at the launch. The plan emphasizes collaboration among age care organizations, focusing on key areas such as healthcare, economic empowerment, social inclusion, and advocacy for age-friendly policies. By bringing all age care organizations under one umbrella, HANU aims to amplify their collective impact and ensure that older persons in Uganda receive the care and respect they deserve.

2.2 The Launch Event: A Collective Commitment to Older Persons
At the launch, HANU’s Chairperson, Mr Arthur Namara Araali, emphasized the importance of having a unified platform that brings together both individuals and organizations committed to advocating for older persons. He expressed confidence that HANU would be instrumental in addressing the unique challenges faced by older persons, especially in a rapidly evolving world where technological and social changes often leave them behind. The Vice Chairperson, Ms Kezia Abenakyo Musoke, outlined the objectives of the strategic plan, stressing the need to enhance care, promote age-friendly policies, and empower older persons through social engagement and skills development.

Key representatives from HelpAge International shared their excitement about HANU’s formation, highlighting its potential to bring about positive change. The Guest of Honor, Col Apuuli Brown, who represented the Minister of State for the Elderly, Mr Gidudu Mafabi reiterated the Ministry of Gender, Labor, and Social Development’s commitment to supporting HANU. He emphasized the importance of continuous evaluation of activities to measure the impact on older persons’ lives and urged the network to focus on restoring hope and maintaining the welfare of older persons.

2.3 Strategic Plan Highlights
HANU’s Strategic Plan (2024-2028) presents a robust framework to address the challenges faced by older persons in Uganda. The plan’s objectives include:
- Promoting physical, mental, and emotional well-being through personalized care plans.
- Empowering older persons through skills development and social engagement.
- Strengthening the capacity of age care organizations to deliver inclusive support.
- Advocating for age-friendly policies at national and sub-national levels.
- Enhancing the quality of care and addressing evolving needs through research and innovation.
- Creating a platform for sharing best practices, knowledge, and resources among member organizations.
2.4 A Unified Effort for the Future
The launch of HANU signifies more than just the establishment of a new organization; it represents the collective will of Uganda’s age care sector to work together for a brighter future for older persons. With its secretariat housed at Health Nest Uganda (HENU), HANU is set to be a driving force in advocating for the rights of older persons, ensuring that they are included in national development agendas.
HANU’s membership in the HelpAge International network, and its collaboration with government bodies positions it as a key player in shaping Uganda’s response to the needs of its aging population. The strategic plan will serve as a roadmap for the network, guiding its efforts to mobilize resources, build partnerships, and create sustainable solutions that improve the lives of older persons.

3.0 CELEBRATING THE INTERNATIONAL DAY FOR OLDER PERSONS – HANU’S ROLE.
The International Day for Older Persons (IDOP), celebrated across Uganda, offers a vital platform for highlighting the challenges faced by older persons and promoting their rights. HANU’s involvement in this day, particularly in 2024, reflects its commitment to ensuring that older persons live healthy and dignified lives. The celebration provides opportunities for advocacy, education, and collaboration, all of which have a positive impact on older persons’ well-being.
3.0 CELEBRATING THE INTERNATIONAL DAY FOR OLDER PERSONS – HANU’S ROLE.
1. Launch of HANU Strategic Plan (2024-2028)
During the IDOP celebration in Masaka, the Vice President of Uganda, Rtd Major Jessica Alupo launched HANU’s Strategic Plan, which sets the framework for promoting the rights and welfare of older persons. This plan is particularly impactful as it prioritizes healthcare, economic empowerment, and social inclusion. The structured roadmap aims to address the unique needs of older persons through coordinated efforts across different sectors.
2. Advocacy for Healthcare and Social Protection
HANU’s advocacy efforts during the IDOP include promoting access to quality healthcare services for older persons. This involves integrating geriatric care into local health systems and ensuring that older persons can access treatments for age-related conditions such as non-communicable diseases. These improvements are crucial in ensuring healthy aging and reducing the health risks associated with aging.
3. Economic Empowerment Initiatives
Economic security is vital for dignified aging. During the IDOP events, older persons were introduced to programs designed to enhance their financial independence through skills training and small business opportunities. This approach reduces dependency on others and supports older persons in maintaining their dignity and livelihood.
4. Collaboration and Resource Mobilization
HANU’s participation also strengthens collaboration with other stakeholders, including government bodies and NGOs. These partnerships ensure that resources are maximized, and programs are streamlined to meet the diverse needs of older persons. By working together, HANU and its partners can create a more robust system of support that contributes to healthy aging.

5. Legal Advocacy and Human Rights
Another core focus of HANU’s involvement is the protection of the human rights of older persons. Through legal campaigns and awareness programs, HANU helps to ensure that older persons are treated with dignity and respect. This includes fighting against abuse, discrimination, and neglect of older persons. The impact of this advocacy fosters an environment where older persons are empowered, and their rights protected.
HANU’s involvement in the International Day for Older Persons across Uganda plays a critical role in shaping the future of aged care in the country. By launching strategic plans, advocating for healthcare improvements, and fostering economic empowerment, HANU contributes to ensuring that older persons can age healthily and with dignity. 4.0 CELEBRATING HANU’S FIRST YEAR
1. HANU Launch Event (September 12, 2024)
The official launch of HANU on September 12, 2024, was a major milestone, gathering stakeholders such as government representatives, age care organizations, and international partners. The event, hosted at Piato Restaurant, highlighted HANU’s mission to coordinate advocacy efforts and support for older persons in Uganda. Key speakers, including the Chairperson and Vice Chairperson of HANU, outlined the network’s strategic direction and commitment to promoting the rights of older persons.

2. Organizational Formation and Governance
- Governance Structure: HANU successfully established its governance structure in its first year, appointing a Board of Directors made up of representatives from its founding member organizations. These organizations include Health Nest Uganda (HENU), Grandmother’s Consortium (GC), Reach One Touch One Ministries (ROTOM), Voice of the Elderly-Uganda, and other.
- Strategic Plan Development: The strategic plan (2024-2028) was developed and approved during the first year, guiding HANU’s activities with a focus on advocacy, service delivery, capacity building, and evidence-based research.
3. Programs and Activities
HANU’s activities during its first year were centered on advocacy, capacity building, and establishing partnerships. The key achievements by sector included:
- Advocacy and Policy Engagement: HANU actively engaged with government bodies, including the Ministry of Gender, Labor, and Social Development, to promote policies that benefit older persons. The launch event emphasized the importance of policy advocacy to ensure older persons are included in national development agendas
- Health and Well-being Programs: In collaboration with member organizations such as HENU and PCAU, HANU worked to improve healthcare access for older persons, with a specific focus on palliative care and mental well-being.
- Capacity Building: HANU provided training to member organizations, community volunteers, and caregivers, aiming to improve service delivery for older persons. This included workshops and consultative meetings designed to strengthen the capabilities of organizations working with older persons.
4. Partnerships and Collaborations
HANU maintained and expanded collaborations with local and international partners, including HelpAge International, which provided financial and technical support for the network’s first three years of operations. Additionally, HANU leveraged its partnerships with member organizations such as URAA, RAHU, and COMBRA to implement joint initiatives.
5.0 HANU’S FAIR SHARE OF CHALLENGES AND STRATEGIES MOVING FORWARD
1. Financial Sustainability:
While HANU secured transitional funding from HelpAge International, it still faces challenges in maintaining long-term financial sustainability beyond the initial three-year funding period.
2. Logistical and Coordination Issues:
HANU experienced difficulties in coordinating activities among its members
Organizations, which impacted the smooth implementation of community outreach programs and other initiatives.
3. Resource Mobilization:
Despite partnerships and support, ongoing resource mobilization efforts are necessary to meet the growing needs of older persons across Uganda.
4. Capacity Building among Member Organizations:
Some member organizations may require additional capacity building to effectively implement advocacy, healthcare, and social support programs for older persons.
STRATEGIES TO OVERCOME CHALLENGES
1. Enhancing Financial Sustainability
- Diversified Funding Streams: HANU should actively pursue diversified funding sources, including grant applications, corporate partnerships, donor engagement, and income-generating activities such as social enterprises that benefit older persons.
- Establish a Fundraising Committee: Creating a dedicated fundraising and development committee within HANU to focus on securing long-term financial support from both local and international donors.
- Strategic Donor Engagement: Develop and maintain strong relationships with potential funders by regularly showcasing HANU’s impact through well-prepared reports, impact assessments, and success stories.
2. Improving Logistical and Coordination Mechanisms
Streamlined Communication Channels: Implement centralized and effective communication tools and platforms for member organizations to enhance coordination. This could include digital project management tools, regular online check-ins, and progress updates.
Regional Coordinators: Establish regional coordinators who will act as focal points for different parts of the country, improving outreach and ensuring smoother implementation of activities on the ground.
Annual Planning Meetings: Host annual or bi-annual planning meetings with all member organizations to align goals, schedules, and responsibilities for the year ahead, ensuring shared ownership of program goals.
3. Strengthening Resource Mobilization
- Collaborative Grant Applications: HANU should encourage member organizations to jointly apply for grants, leveraging the collective expertise of the network to secure larger funds for more impactful programs.
- Building Local Partnerships: Partner with local businesses, philanthropists, and foundations that are interested in supporting community-based initiatives focused on older persons.
- Public Awareness and Advocacy Campaigns: Increase visibility through public campaigns that highlight the work HANU is doing, making it easier to attract donors, supporters, and advocates.
4. Capacity Building for Member Organizations
- Training and Development Programs: Offer targeted capacity-building workshops and training programs to strengthen the skills of member organizations in areas such as advocacy, service delivery, fundraising, and organizational management.
- Peer Learning and Knowledge Sharing: Create opportunities for member organizations to share best practices and lessons learned through regular peer exchange sessions, webinars, and conferences.
- Technical Support: Provide technical support to member organizations, including guidance on program implementation, monitoring and evaluation, and project management.
By implementing these strategies, HANU can overcome its initial challenges and continue to build a strong, sustainable foundation to support older persons in Uganda.
6.0 Financial Report
The financial year 2023-2024 marked a period of foundational growth and strategic planning for the HelpAge Advocacy Network Uganda (HANU). As a newly established organization, HANU focused on solidifying its operational framework, building partnerships, and implementing impactful programs that support older persons across Uganda. The financial report for this period provides a detailed overview of the income received and expenses incurred, reflecting both our achievements and the challenges we faced in our first year of operation.
This year, HANU’s financial sustainability was primarily supported by transitional funding from HelpAge International, which enabled us to carry out key advocacy, healthcare, and social inclusion activities for older persons. The report outlines the utilization of funds in critical areas such as transport, meals, legal services, and operational expenses, all of which were integral to the successful implementation of our programs.
As we move forward, we acknowledge the need for enhanced financial planning and resource mobilization to secure long-term sustainability. 7.0 CONCLUSION
The year 2024 has been a monumental one for the HelpAge Advocacy Network Uganda (HANU). As a newly established network, HANU has made significant strides in advocating for the rights, dignity, and well-being of older persons in Uganda. The challenges faced by older persons, including inadequate healthcare, economic insecurity, and social exclusion, remain pressing. However, through collective effort, strategic partnerships, and a clear vision, HANU has positioned itself as a key player in addressing these issues.
The launch of the HANU Strategic Plan 2024-2028 during the International Day for Older Persons celebrations marks a critical step forward in our journey. This strategic plan provides a comprehensive roadmap to ensure older persons receive the healthcare, social protection, and economic empowerment they need to live dignified lives. HANU’s involvement in national events and its collaboration with government agencies, local organizations, and international partners have demonstrated its capacity to influence policy, enhance service delivery, and mobilize resources for the benefit of older persons.
Despite these achievements, HANU has faced challenges related to financial sustainability, logistical coordination, and resource mobilization. These obstacles are not unique to a young organization, but they highlight the need for continued capacity building, innovative fundraising, and stronger communication among member organizations.
